JU doesn't do inclusion either
Justice and Unity talks a good game about inclusion of under-represented communities. For example, last year's campaign literature said:
Justice and Unity supports genuine grassroots, activist-oriented programming, especially by and for people of color and under-represented communities such as Latinas/os, Asians, and youth.
But again, when it comes to fulfilling their bylaws responsibilities in this area, JU drops the ball. Pacifica's bylaws calls for LSB's to take the lead in determining
In addition, there shall be established, in each of the Foundation's radio station areas, standing committees of the Board to monitor the under-representation of communities in their respective radio station areas.... The Committees of Inclusion will monitor both station programming and staffing in consultation with the LSBs. They will also monitor the diversity of election candidates and work with the LSBs' appropriate committees to improve the diversity of election candidates at the local and national level.... Station managers and appropriate LSB committees will be expected to consider these communities in their future decisions about staffing, programming, and candidate outreach, ....

Sounds like a good idea, no? Unfortunately, under three years of JU rule, this committee has not functioned at all. Every year JU elects the same people back to it - who continue to do nothing.
Sad thing is, the basic work for the committee of inclusion would not be hard to accomplish. Simply compare, as best as possible, listening area demographics with station demographics. I started this work on my own, several years ago.
